Canada Announces the End of Permanent Residency Program for Foreign Caregivers

Many foreign workers including Filipinos were working in Canada as caregivers hoping that they will be granted permanent residency. In fact, many Filipinos were working and living in Canada with their families permanently.

The permanent residency program was launched in 2014 that involves two projects such as caring for children and the other for people that require high medical needs. Under the programs, caregivers who would meet the criteria can apply for permanent residency. The criteria include two years work experience as a full-time caregiver along with education requirement and language proficiency.

But, recently the Canadian government announced that the program will end in November 2019. Many foreign caregivers were caught off guard and they think that they might be unable to complete the requirements and submit it before the program expires.

Such announcement created panic to those caregivers applying for permanent residency. Right advocates and caregivers gathered to discuss the issues they were facing. This was the same issues that caregivers have tackled 20 years ago.

On the bright side, the Department of Immigration, Refugees and Citizenship Canada is reviewing the programs to determine how they can find another way to help caregivers obtain the permanent residency.

In addition, the federal government announced that within 2018 they aim t bring in about 310,000 new immigrants including economic class workers and new caregivers. They also gave assurance to reduce if not eliminate the backlog of the application for permanent residency.

The plan to stop the program would reduce the number of foreign caregivers to work in Canada. They may opt to work in countries near to their homeland.

Still, foreign workers in Canada including caregivers were hoping for a positive result of the review of the program and eventually they would be granted with permanent residency.
